  • New Resources

The Urban Institute released a new report,
Health Care Reform for Children with Public Coverage, which emphasizes that children have much at stake in regards to health reform. Health reform could result in improved access to health care and a subsequent reduction in the proportion of uninsured children. However, there is still uncertainty as to what will happen if children covered by Medicaid and CHIP are moved into commercial plans. Of insured children, nearly half of the Hispanic and black children are covered be Medicaid and CHIP. Given that Medicaid and CHIP provide service coverage to children that are beyond what is available in commercial plans for children, it is important that health reformers take this into consideration. Overall, this report analyzes the current status of insurance for children and emphasizes areas that health reform should focus on to ensure optimal health for America’s children.

A new Issue Brief from the US Department of Health and Human Services Agency for Healthcare Research and Quality, Mental Health Needs of Low-Income Children with Special Health Care Needs,  summarizes the Child Health Insurance Research Initiative study that compared family perceptions of mental health needs to the actual prevalence of mental health problems among children with special health care needs (CSHCN). Findings indicate that among CSHCN, mental health issues ranked second to asthma as top health problems, more than one-third of CSHCN had a mental health problem but only one-quarter receive the care they need, and white families of CSHCN are twice as likely as black families to recognize a need for mental health service, though the prevalence of mental health problems was the same. This Issue Brief then presents a series of policy implications to strengthen the health and mental health care for CSHCN.

Promoting Healthy Parenting Practices Across Cultural Groups: A CDC Research Brief  recognizes that cultural norms influence parenting practices and affect how children are raised. Also, cultural norms also affect the acceptance, delivery and effectiveness of interventions for healthy parenting. This research brief reports on five focus groups conducted with African-Americans, American Indians, Asian Americans, Hispanic Americans and non-Hispanic Whites though focus groups. Findings indicate that parents from all cultural backgrounds held similar views about which child behaviors were good and bad. The parents differed by how much they focused on certain behaviors. Strategies for addressing bad behavior included talking to the children, signaling, attention-related responses, verbal responses, taking away privileges, and emotional control.  Physical punishment was mentioned in all groups and nearly all participants said it was acceptable in their communities; the most acceptable form is spanking. Overall, parents agreed about universal characteristics of the best strategies for dealing with bad behavior, which suggests programs aiming to reach multicultural groups with healthy parenting messages should be able to do so.
